Community Vision Economic Development (CEVD) is a California Non-Profit Community
Development Corporation. Its headquarter office is located in Vista North San Diego County. CVED
is dedicated to providing economic development programs for the local community to provide
quantifiable employment and improvement in the income status of its residents, especially the
youth of our community.

The formal organization of CVED in May 2003 emerged as residents of the local community felt the
need for self-action and coordination of effort to bring resources and technology to their
community that would produce substantive employment and stimulate entrepreneurship.

Today, CVED shares its experience in community-based initiatives, facilitating dialog and
cooperation between community and government, while providing funding and investment capital
for economic development programs.

Co-Founders of CVED

Co-founders of CVED are Dale Scott and Jerrol Pope. Dale Scott elected by the board of directors,
is the Chairperson of the Board and President/CEO of the corporation. Dale is a Major USAF,
retired. He is a graduate of Wayne State University in Detroit MI with a BS in Biology and Chemistry.
After enlisting in the US Air Force as an Aviation Cadet, he served as a pilot, navigator and
bombardier. He graduated from the Air War College in 1978, and Emery Riddle Aeronautical
University with a Masters of Aeronautical Science 1982. After years of decorated aviation service
in the U.S. Air Force, Dale spent 9 years as a pilot and Flight Engineer with Pam Am airlines. During
his career, Dale served as an Aviation Safety Inspector with the FAA for 21 years.

Jerrol A. Pope elected as Corporate Secretary and Project Manager has a BS and Master of Public
Administration Degree from Roosevelt University in Chicago, IL. He has more that 30 years
experience in community development while working in the cities of Chicago, Denver, Los Angeles
and San Diego County. Jerrol is well known for his resource development and grant writing skills.
In the City of Chicago, he authored and implemented the 7 million dollar Title 10 Job Opportunities
Grant which seeded more than 300 on the job training positions in 25 government agencies and
community organizations. In the City of Los Angeles, Jerrol directed a staff of professionals
assigned to provide entrepreneur training for the 5000 residents of the Housing Authority. More
than 200 residents emerged to begin their own business. Prior to his tenure at the City of Los
Angeles, Jerrol spent three years in Denver, CO where he directed the development of 500 units of
senior and family housing for a private developer. During that same period Jerrol was adjunct
professor of Public Administration at Columbia College in Denver. Jerrol is a graduate of
