MUNICIPAL WIRELESS INITIATIVE
This current initiative is a result of a re-visioning process undertaken by our Board of Directors (BOD), with the purpose of making
the organization more applicable to the needs of our local residents and more economically productive to the community at large.
During this process, Public Municipal Wireless (muniwireless) systems emerged as a dominant theme of interest. The BOD
directed staff to study the state of the Municipal Wireless Industry, and the role that a non-profit corporation could play as a
significant participant in the industry.
Significant information learned, indicated that the municipal owned or operated wireless industry is relatively new, about 4-5 years
old. But this new industry is growing on a rapidly increasing basis with spending from $47.4 million in 2004, to a projected 87%
increase to $1. 757 Billion by 2009. What drives the increasing interest in the field is the worthwhile uses of the wireless systems
that enhance service, public safety (police, fire, and medical response), citizen access, education, and economic development.
The role of the non-profit organization is developing as an effective vehicle to marshal resources both technical and financial which
will help build and maintain the wireless systems, while maintaining communications and relations with the citizenry that it serves.
The Community Vision Board of Directors have agreed to adopt and promote this model, and adapt its mission and capabilities
accordingly.. There are a rapidly increasing number of municipalities in the process of developing their interest in wireless
systems, or have already begun to issue RFP's or in the process of building such systems. We view the market to be wide open
and prime for Community Vision to carve out a lion’s share of this market.
The keys to our success are:
1. Educating ourselves in the technical process of developing Municipal Wireless systems,
2. Recruiting a partner(s) with technical expertise and substantial resources to build out wireless systems to individual
municipal needs and specifications.
3. Developing a marketing strategy that will promote credibility and stimulate interest in the service that we provide.
4. Expanding our existing contacts with influential business and government officials to elevate the discussion of municipal
wireless on their agendas.
The significant value that Community Vision brings to the table is its successful experience in relating to local officials in public
administration, development of community based organizations, and its experience in accessing local, federal and private funding
sources. We have already begun discussions at these levels for the purpose of our project.
Our initial target market will be Northern San Diego County, specifically the Cities of Oceanside, Vista, Carlsbad, Escondido and
the Camp Pendleton Marine base. There is substantial real estate, infrastructure and transportation development underway in this
area. Thereafter the market will be expanded to the City of San Diego, about 45 miles to the south, and north to the communities of
Orange County and Los Angeles County within about 85 miles. This market is substantially untapped.
We estimate that blending the resources of Community Vision, and a substantial technical partner with an effective marketing
strategy, we can easily generate more than $100 million in sales for muniwireless systems, management and community service
within the next three years. However, our primary objective will be to create a quantifiable increase in economic development for the
communities to include training and employment in the muniwireless field for their residents. For more information contact:

Business Model
CVED will attract a generous amount of government funding both federal and local in the areas of economic
development, education, health and human services, homeland security, and private foundations. Each
municipality will have its own limited liability company or partnership that allows private investment into the project.
CVED will be the managing partner as set forth in the operating agreement. The partnership will raise funds for
the building and initial maintenance of the infrastructure. The partnership will oversee construction and technical
maintenance of the system. Municipalities or government entities will contribute funds as available for
redevelopment or economic development. The municipalities will have the responsibilities to provide right of way
and access to city owned or controlled property and buildings. The municipality will have free use of the system
for public service, public safety, and education. There will be a minimal or no charge for individual residents and
business use. Investors will share in advertising and wholesale use of the system.

Today, CVED recorded in the County of San Diego the fictitious business names of
OCEANSIDE MUNIWIRELESS and VISTA MUNIWIRELESS. These business names will be used
as titles for the muniwireless initiatives in each city respectively, and the names of
partnerships established to receive private investment for the building and maintenance of
municipal wireless systems.

Today, CVED met with a group of local investment planners and legal experts to determine
the feasibility of the proposed business plan to include a partnership with CVED, a non-profit
as the managing partner. It was determined that this business model is not only legal
according to California Corporate Law but it also appears to be an interesting vehicle to
attract private investment to build muniwireless systems. It was determined that when
CVED receives a tax credit allocation from the treasury department, hopefully in excess of
$40 million, our investment planners will be able to syndicate the tax credits easily with
current investment resources.

Today, CVED solidifies a schedule of speaking engagements to discuss the benefits of
municipal wireless and a strategy to elevate the discussion of muniwireless on the agendas
of local government agencies. The meetings will include private presentations for local
planning, education and city council personnel, civic organizations such as, Kiwanis Club,
Chamber of Commerce, Economic Development Commission, and citizens committee for
North County Transit Authority. Our objective is to gain a contract with local government to
study the feasibility of municipal wireless, design, establish cost estimates and a basis for
an RFP. CVED would like to be in the position to administer an RFP and fund the deployment
of the system.

CVED has a DUNNS number. CVED is approved by Central Contracting Registration of the
Federal Government, and has been assigned a Trading Partner Identification Number. We
have already begun to prepare applications for funding from government agencies such as
Department of Homeland Security, Department of Transportation and Economic Development
Administration.

North County Times reports that the North County Transportation District is discussing with
the Pasadena-based engineering firm Parsons Inc the possibility of providing wireless
Internet service for the Coaster and Sprinter trains. They cannot decide what technology
would be use to transmit the Internet signals to the train, and what pricing structure would
pay for the service.

Community Vision Economic Development (CVED) is a California Non-Profit community
development corporation located in Vista California. For the last six months we have been
working to develop financial and technical resources to provide wireless Internet service for
the Coaster, Sprinter, and each of the communities along their routes.
Our plan incorporates private investment for the installation and management of the wireless
system, and no cost to NCTD or the municipalities involved. We have technical partners who
have experience in installation and management of wireless systems for cities and public
transportation. Our legal team and private investment counselors have approved our

CVED becomes member of the Oceanside Chamber of Commerce and Vista Chamber of
Commerce. CVED schedules presentation to members of both Chambers of Commerce to
discuss muniwireless systems for both cities.

CVED joins Technology committee of the Vista Chamber of Commerce. The Technology
Committee is in the process of planning San Diego North Municipal Wireless Summit on
September 14, 2007 at California State University San Marcos. All elected officials and
department heads are invited to share and learn about the advantages of municipal wireless
networks. CVED will lead discussions on the roll of the non-profit in the development and
management of municipal wireless systems.
January 1, 2008
CVED becomes a Certified Community Development Entity (CDE) in the Community
Development Financial Institution (CDFI) Fund, U.S. Department of Treasury. This will enable
us to participate in the New Market Tax Credit Program. CVED will establish a training
facility in the local community to teach potential entrepreneurs to start their own business.
Funds from New Market Tax credits will be used to finance new business start-ups and
enhance existing businesses to increase employment in the local community. CVED is
classified as an emerging CDFI, agreeing to become a CDFI within two years. After technical
assistance from the CDFI Fund to set up financial projections and specific financial
instruments to be used, CVED will be authorized to distribute tax credits for community
development . CVED's target area as specified by the CDFI fund is all of San Diego county.

IRS approves our application for tax exempt status under SEC. 501 (c) 4. This would enable
CVED to function in a for-profit environment and not to be limited to charitable work only.
This also enables us to work in a broader range of community development. New Market Tax
Credits and the funding of new and existing business are for-profit instruments. Our
exemption was made effective August 18, 2003.
Services We Provide
- Technical Assistance To community based groups to become formally organized, assess needs in their
communities, and develop economic development programs.
- Facilitate meetings, seminars, and dialog to define economic development initiatives in the community.
- Conduct business training seminars as they relate to the community initiatives.
- Provide funding for programs from government, private, and capital investment sources.
